We present a new food safety index model to evaluate the urban governance of Chinese metropolises. Based on large amounts of food quality testing data, we design the effective coefficient and safety factor for modeling. The food safety of Shenzhen indices from 2013 to 2016, which are calculated as an example for the validation testing of the model, are 89.88, 90.31, 91.89, and 92.66, respectively. The results show that the proposed food safety index model is practical and effective, which can be successfully applied to assess and compare the food safety state in Chinese metropolises.
