介绍伦敦、米兰、柏林、慕尼黑、里斯本及斯德哥尔摩6个欧洲城市的低排放区政策实施概况,对比政策实施的时间、措施、步骤、监察及奖惩机制,评价各城市政策实施后的效果,说明低排放区是有效改善城市大气质量的主要途径之一,有利于解决交通拥堵问题.介绍了现有低排放区的设置形式、操作方式和实现途径,并针对中国现状,为未来实施低排放区政策,制定机动车排放标准体系,降低机动车污染物排放,改善空气质量,提出相关建议.

Extensive review is first carried out on the implementation experience of low emission areas in European countries. Then, some analyses are made on the implementation time, measures, steps, supervision, rewards and punishment system and effects of implementing low emission zone in London, Milan, Berlin, Munich, Lisbon and Stockholm. Through the analyses, it suggests that low emission area is one of the main ways to improve the urban air quality, and it is also helpful to solve the problem of traffic jam. In addition, some suggestions are proposed based on the experience of European countries and the current situation in China.
